Luis A. Plancarte has spent over 25 years in El Centro raising his family and has invested over 40 years helping to improve his community.

He is a lifelong resident of Imperial County and the surrounding region. He was born in El Centro and spent his childhood in both Mexicali and Calexico.

Luis attended Calexico High School as well as Imperial Valley College. He holds a bachelor’s degree in Business Management from the University of Phoenix, as well as certifications in human resources, adult education and personal development.

His commitment to community started in the 70’s as a Police Explorer and the Boy Scouts. It continues today with his involvement with non-profits, chambers of commerce, youth sports programs, church and several other community building organizations.

Service involvement includes, or has included, roles in: College & Career Readiness Initiatives, Rotary International, Boys and Girls Club, local Chambers of Commerce, Little League, Babe Ruth, IV Gymnastics, County Parks & Recreation, El Centro Planning Commission, Human Resources Association, City of El Centro Personnel Appeals Board, Imperial Valley Economic Development Corporation, St. Mary’s Catholic School, Board and Lay Brothers of the Poor.

As a dedicated family man and community leader, Luis is committed to focusing on countywide issues concerning job creation and economic development; Salton Sea restoration, the protection of water rights, improved public roads, enhanced health services, law enforcement and fire protection for all of our communities, fiscal responsibility and improving quality of life.

He is known for being consensus builder, fair, honest, transparent and accessible.

Luis and his wife Martha, a registered nurse, have three grown children.
