Notice of Preliminary Decision by the Imperial County Air Pollution Control District to Issue an Authority to Construct Permit to Heber Goethermal Company/Ormat Nevada, Inc.
Pursuant to Rule 206, of Imperial County Air Pollution Control District (ICAPCD) Rules and Regulations, the Air Pollution Control Officer (APCO) has made a preliminary decision to issue an Authority to Construct (ATC) Permit to the Heber Geothermal Company/Ormat Nevada, Inc. (Ormat) for an equipment modification at the Heber 1 dual-flash/Gould 1 binary geothermal power plant located at 895 Pitzer Rd. in Heber, CA. The project consists of the installation of one (1) 16 megawatt (MW) Ormat Energy Converter (OEC) binary geothermal unit and one (1) 3-cell cooling tower which will restore the power capacity of the plant to approximately 52 megawatts. Revised ATC No. 1641B-5 will include conditions to ensure that all ICAPCD requirements will be satisfied.
The public has an opportunity to submit comments regarding this proposed decision to the ICAPCD. Written comments will be received by the ICAPCD for a period of thirty (30) days after publication of this notice. The closing date for the submission of comments is September 5, 2017. The application, Revised Draft ATC 1641B-5, and supporting documentation may be examined at the Imperial County Air Pollution Control District Office, located at 150 South Ninth Street, El Centro, CA 92243.
