Imperial County Air Pollution Control District Public Hearing Notice

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 12, 2017 at 12:00 p.m. at the Imperial County Air Pollution Control District located at 150 South 9th St., El Centro, CA 92243. The purpose of this hearing is to consider a request by the Imperial Irrigation District, located at 402 Beal Rd., Niland, CA for a Short Variance from Air Pollution Control District Condition No. B.3 of Permit to Operate No. 3507 as it pertains to exceeding the following emission limits.

a) The nitrogen oxide emission concentration at each exhaust point shall not exceed 2.5 ppmv, on a dry basis, corrected to 15% 02, averaged over any 1-hour period, and 3.975 pounds per hour, verified by CEMS. In any hour in which the hourly average O2 concentration exceeds 19.0 percent O2 (or the hourly average CO2 concentration is less than 1.0 percent CO2), a diluent cap value of 19.0 percent O2 or 1.0 percent (as applicable) may be used in the emission calculations.

b) The carbon monoxide emission concentration at each exhaust point shall not exceed 6 ppmv, on a dry basis, corrected to 15% 02, averaged over any rolling 3-hour period, and 5.81 pounds per hour, verified by CEMS.

c) The Reactive Organic Compound emission concentration at each exhaust point shall not exceed 2.0 ppmv, on a dry basis, corrected to 15% 02, averaged over any 1-hour period, and 1.11 pounds per hour, verified by annual compliance test. This limit will be effective for a specific turbine starting at the point when the turbine has been fired for a total of 300 hours.

d) Ammonia (NH3) emission concentrations at each exhaust point shall not exceed 5 ppmv, on a dry basis, corrected to 15% 02, averaged over any one-hour period. The Permittee shall verify, by continuous recording, the ammonia injection rate to the SCR Systems.



e) Particulate matter (PM10) mass emissions at each emission point shall not exceed 3 pounds per hour, verified by annual compliance test. This limit will be effective for a specific turbine starting at the point when the turbine has been fired for a total of 300 hours.
