Assistant District Attorney Deborah D. Owen has been employed as a prosecutor in the Imperial County District Attorney’s Office since 1995. Ms. Owen obtained her undergraduate degree in Political Science from the University of California, Los Angeles and her law degree from Arizona State University College of Law. Prior to working as a Deputy District Attorney, Ms. Owen worked as a Deputy Public Defender with the Clark County Public Defender’s Office in Las Vegas, Nevada. She has conducted numerous felony jury trials as a prosecutor including murder, attempted murder, sexual assault, child molestation and domestic violence cases.

Prior to serving as the Assistant District Attorney, Ms. Owen supervised the Special Prosecutions Unit, the Misdemeanor Trial Unit and the Felony Trial Team. Ms. Owen serves as the District Attorney representative to the Imperial County Inter Agency Steering Committee and was instrumental in establishing the Imperial county Family Justice Center which focuses on providing coordinated services to individuals who have experienced family violence in Imperial County. She coordinated the efforts to establish a county wide protocol for the investigation and prosecution of sexual assault, child abuse and domestic violence cases in Imperial County.

Ms. Owen is active with the California District Attorney’s Association and is a member of the Victim Rights Committee, the Domestic Violence Committee, the Sexual Assault Committee and the Lifer/Parole Committee. She has conducted training for attorneys in the Imperial County District Attorney’s Office, members of law enforcement, domestic violence and sexual assault advocates, educators and medical personnel. She has been a guest speaker at San Diego State University, Imperial Valley College, Central Union High School Criminal Justice Academy and numerous other schools in Imperial County. In addition to work in the District Attorney’s Office, Ms. Owen serves as an Attorney Coach for the Imperial County Mock Trial Program.
