| The California Air Pollution Control Officers Association (CAPCOA) has released a quantification report titled "Quantifying Greenhouse Gas Mitigation Measures". The report was a collaboration between CAPCOA, the Northeast States for Coordinated Air Use Management, the National Association of Clean Air Agencies and with technical support from Environ and Fehr& Peers. The report provides a discussion of background information relating specifically to the quantification of project-level mitigation of greenhouse gas emissions associated with land use, transportation, energy use and other related project areas. | ||
|
The intent of the report is to provide guidance and only discusses those mitigation measures generally corresponding to measures previously discussed in CAPCOA's earlier reports. For more information please visit the CAPCOA website at www.capcoa.org.

| CALIFORNIA NATURAL RESOURCES AGENCY | The California Environmental Quality Act (CEQA), is a statute that can be traced back to the passage of the first federal environmental protection statute in 1969, the National Environmental Policy Act or NEPA. The essence of CEQA requires state and local agencies to identify significant environmental impacts resulting from their decision making and when feasible to mitigate those impacts. | |
| The document fundamentally responsible for making the CEQA statue comprehensible is known as the CEQA Guidelines. CEQA Guidelines are found in the California Code of Regulations, in Chapter 3 of Title 14. They provide objectives, criteria and procedures for the orderly evaluation of projects and the preparation of environmental impact reports, negative declarations, and mitigated negative declarations. The Guidelines also incorporate and interpret both the statutory mandates of CEQA and the principles advanced by judicial decisions. In order to fullfill its requirements under CEQA the Air District adopted its first CEQA Air Quality Handbook February 2005. After two years of implementation the Air District noted inconsistencies or deficiencies and began amending its CEQA Air Quality Handbook in 2006. The Air District adopted its amended CEQA Air Quality Handbook in November of 2007. | |
