STATE IMPLEMENTATION PLANS
On November 6, 2007, the Imperial County Air Pollution Control District Board of Directors adopted Rule 310 Operational Development Fee as a mechanism to help mitigate air impacts produced from the operation of new commercial and residential developments in Imperial County.  Rule 310 requires the Imperial County Air Pollution Control District to publish by August 1st of each year the following:

1.  Request for Proposal:  Subsections E.4 thru E.6 (including all pertinent subsections) of Rule 310 is clear.  All collected funds are to be distributed to fund mitigation projects throughout Imperial County via a Request for Proposal process.

2.  Preparation of an Annual Report:  Subsection E.9 of Rule 310 is clear.  The Imperial County Air Pollution Control District is to prepare an annual report disclosing the total amount of off-site fees received, the total monies spent, the total monies remaining, a list of all projects funded, the total emission reductions realized and the overall cost-effectiveness factor for the projects funded.
